<pp:caseid>758380</pp:caseid><pp:subtitle>Founding partners INSPIR8ION, Eurofiber, Q*Bird, Cisco and CGI launch QCFR on 18 June at RDM Next, creating a practical environment to test, validate and operationalise quantum-secure communication for critical and public infrastructure.</pp:subtitle>

The Quantum Communication Fieldlab Rotterdam (QCFR) was launched today at RDM Next in Rotterdam. The Fieldlab marks a transition from earlier pilots to the next phase of quantum-secure communication: testing, validation and operational application in real-world infrastructure settings. QCFR provides a collaborative environment where technologies, use cases and implementation models can be validated and prepared for adoption across critical and public infrastructure.

Quantum computers are expected, over time, to break parts of the encryption that currently protects digital communication. Quantum-secure communication is intended to help organisations prepare for that shift. That’s important not only for technology specialists, but for the everyday systems people rely on to live their lives including banking, medical data, government communication, as well as the digital infrastructure behind ports, energy grids and other public and vital services.

This includes addressing the so-called ‘harvest now, decrypt later’ risk, where sensitive data intercepted today may become vulnerable in the future. QCFR has been launched to help translate these challenges into practical action now: by testing technologies, assessing implementation conditions and building the operational understanding required for trusted deployment.

QCFR builds on a proven foundation in Rotterdam. In 2024, a consortium including the Port of Rotterdam Authority, Q*Bird, Cisco, Eurofiber, Portbase, Intermax and InnovationQuarter realised what was presented as the world's first scalable quantum internet connection in the port of Rotterdam. That pilot proved that quantum-secure communication can work in a demanding, real-world port environment. QCFR is the logical next step towards broader testing, validation and operational readiness.

In 2025, Eurofiber and Q*Bird secured €1 million in support for the QUEST project, which enables Quantum Key Distribution (QKD) across two of Eurofiber's main datacentres in the Randstad and deploys operational quantum-secure infrastructure, including commercial QKD services that customers can purchase, lease or consume as a managed service. Together, the two initiatives accelerate the deployment and adoption of quantum-secure communications in the Netherlands.

The Fieldlab will focus on quantum-secure communication, including QKD-based environments and advanced QKD protocols. Built around real infrastructure and practical implementation challenges, QCFR will assess technical resilience, interoperability, operational feasibility and integration into existing infrastructure environments.

QCFR also supports capability development, knowledge transfer and practical learning to inform future certification and assurance approaches for trusted adoption at larger scale.

QCFR is founded by INSPIR8ION, Eurofiber, Q*Bird, Cisco and CGI. INSPIR8ION acts as QCFR Manager and coordinates the Fieldlab; Eurofiber provides the digital infrastructure and datacentre environment; Q*Bird contributes its quantum-secure communication technology; Cisco brings networking technology for government and enterprise use; and CGI delivers system integration. They are supported by the Port of Rotterdam, the Municipality of Rotterdam, InnovationQuarter and the Province of Zuid-Holland, which provide the real-world infrastructure, public-sector engagement and regional development that anchor QCFR in the Rotterdam port and the wider Zuid-Holland ecosystem.

The launch event brings together representatives from government, industry, knowledge institutions and the broader innovation ecosystem. With QCFR, Rotterdam strengthens its position as a leading environment for the testing, validation and operational adoption of quantum-secure communications, supporting broader Dutch and European ambitions around digital resilience, trusted connectivity and strategic autonomy.

More information Quantum Communication Fieldlab Rotterdam: https://www.qcfr.eu

<pp:quotes><pp:quote>

The transaction would add three owned facilities in Toulouse, Auch and Nîmes, and a colocation unit in Labège, to ETIX’s existing French portfolio of 13 datacenters, and make it the number one player in the Occitanie region with 6 locations in the region.

Strengthening the Occitanie Sovereign Digital Backbone
By integrating Eurofiber’s assets with its existing sites in Toulouse and Montpellier, ETIX will establish a seamless, carrier-neutral network across the entire of Occitanie. This expansion reinforces ETIX’s commitment to the Toulouse industrial core, specifically designed to empower the Defense and Aerospace sectors while providing a high-performance platform for the regional tech ecosystem. To address the rigorous regulatory requirements of these industries, ETIX provides a fully French-sovereign environment backed by ISO 27001, HDS, and SecNumCloud-ready standards.
Today, ETIX’s network of 19 interconnected sites offers a unique combination of local proximity and national resilience that remains unrivalled.

Densifying the Toulouse Campus: Infrastructure Built for Scale
ETIX is consolidating its leadership in Toulouse by evolving its local assets into a unified campus. Building on the momentum of its 2024 market entry via the zColo acquisition, ETIX is now adding three further sites through the Eurofiber deal to establish a four-site strategic campus.

ETIX will now execute a program to harmonize infrastructure across the entire campus. This upgrade is designed to meet the needs of the region's industrial ecosystem, providing the infrastructure required for high availability workloads and mission-critical applications.
By aligning these combined assets under ETIX’s premium standards, the company reinforces its commitment to providing the resilient, sovereign infrastructure necessary for the region’s long-term growth.

“Expanding from 15 to 19 datacenters globally marks a defining milestone in ETIX's commitment to delivering truly global coverage for our customers. But the real strategic weight of this acquisition lies in what it opens up in Toulouse. By adding the region's primary interconnection node to our portfolio, we are now ideally positioned to serve one of France's most dynamic Tier 2 markets — alongside Lille and Lyon — cities that are firmly establishing themselves as credible alternatives to Paris and Marseille. Toulouse has the industrial fabric, the talent pool, the connectivity, and now the sovereign infrastructure its ambition requires. We extend a warm welcome to the teams and customers of Eurofiber’s colocation business into the ETIX family, and we are fully committed to elevating the standard of service across every site we operate” said Louis Blanchot, CEO, ETIX

“Eurofiber is a European provider of digital infrastructure with a clear growth strategy focused on open-access fiber networks and integrated digital infrastructure services. As part of this strategy, Eurofiber France will divest its French colocation activities, whose scale was not sufficient to be structurally competitive on a standalone basis. While colocation remains an important component of Eurofiber’s overall strategy, the French market required a different approach. With the transaction, Eurofiber will strengthen its market position and increase its execution capabilities through a strategic partnership with ETIX that enables us to provide our customers with enhanced datacenter capabilities, complementing our digital infrastructure offering in France. Together with ETIX, we are ensuring continuity, reinforced expertise, and an unchanged commitment to delivering high-quality digital infrastructure solutions to our customers. In the Netherlands, Eurofiber continues to operate its own datacenter footprint, where scale and market position support a fully integrated infrastructure model.” said Pierre Cassier, CEO France, Eurofiber

Closing of the transaction expected in June
The transaction remains subject to customary authorization consultation with the relevant employee representative bodies and is slated for completion in June 2026. The transaction includes the transfer of four Eurofiber operational staff to ETIX, guaranteeing uninterrupted service for existing clients. Beyond local continuity, customers will now be integrated into ETIX’s premier national ecosystem. This provides them with instant access to 17 sovereign datacenters across the country, offering a unique level of resilience and scalability for their French operations.

About ETIX
ETIX, Ethical Internet Exchange, is France’s leading edge datacenter provider, operating 19 sites.
<pp:caseid>737630</pp:caseid>

Today during Mobile World Congress (MWC) 2026, Eurofiber and Nokia announces that 5G RedCap is officially being added to its existing Private 5G ecosystem, which Eurofiber has built together with strategic partners Nokia, NTT DATA, Greenet and Netways. With this addition, Eurofiber takes the next step in delivering secure, scalable and future-proof private mobile networks for business users.

5G RedCap: a logical extension to a mature ecosystem
Together with Nokia and the other strategic partners, Eurofiber is building a Private 5G ecosystem based on secure, scalable and sector-specific 5G solutions on top of Eurofiber’s fiber infrastructure. 5G RedCap fits seamlessly into this strategy. The technology is designed for large-scale IoT applications that require reliability and low latency, but not the full 5G bandwidth. It offers lower complexity than full 5G modems, reduced energy consumption, affordable modules, and support for large numbers of IoT devices such as sensors, wearables and cameras.

Growing demand in industry, logistics, healthcare and construction
In virtually all sectors, demand for scalable IoT connectivity is increasing — a trend Eurofiber sees clearly in the market. By making 5G RedCap available within the private network, a crucial missing link in modern IoT connectivity is filled. No Dutch operator has commercially rolled out 5G RedCap yet, making this private 5G ecosystem once again a frontrunner.

Secure, scalable and economically attractive
5G RedCap makes it possible to start IoT projects easily and scale them up step by step without major upfront investments. This aligns with the existing private 5G service model and creates opportunities in industry, healthcare, logistics and construction. With 5G RedCap, integrating OT equipment and IT networks also becomes easier. The technology enables real-time data collection with reliable coverage and low latency in dynamic environments. Thanks to the implementation of 5G RedCap, IoT devices can now be directly connected to Eurofiber’s secure, open fiber backbone — a major advantage compared to WiFi, BLE or LPWAN technologies.

Phaedra Kortekaas, Managing Director Eurofiber Netherlands “With the introduction of 5G RedCap within our Private 5G ecosystem, we are giving our customers a powerful new building block for their digital transformation. Together, we have expanded our horizons, embraced innovation, and consistently delivered exceptional value to our customers. We are proud of the journey we embarked upon together and are in equal measure excited about the future; a future in which secure digital infrastructure will only increase in importance.”

When Antin Infrastructure Partners acquired Eurofiber as part of its Flagship Fund II, the company operated mainly in the Netherlands, had revenues of about €130 million, a fiber-optic network of 18,000 km and about 3,000 customers. Over the past 10 years, with Antin’s support, Eurofiber has more than doubled its revenues to over 300 million euros at end-2024, operates in 4 countries, has grown its fiber optic network four-fold to more than 76,000 kilometers and tripled its customer base to about 9,000 customers. In the Netherlands, Eurofiber has become the leading B2B connectivity provider.

“We were attracted from the start by Eurofiber’s stellar track-record, talented management team and strong growth potential, as well as by the fact that they viewed their business with an infrastructure mindset,” says Stéphane Ifker, Managing Partner of Antin Infrastructure Partners. “We shared their vision of expanding the company's presence into multiple markets, anticipating the increasing demand for open access networks and the expected internationalization of the industry, and we’re very pleased to see that one decade on, this ambition has clearly been realized.”

Eurofiber quickly got down to business after Antin’s entry, combining both organic growth and acquisitions, with more than €1.5 billion of capital expenditure deployed into the Eurofiber network to grow it by some 58,000 kilometers. Expansion started with the acquisition of B-Telecom in 2015, adding 7,500km network and nationwide coverage in Belgium. A year later, Eurofiber acquired Dataplace to complement dark and lit connectivity offering with regional edge co-location. Today, the Eurofiber Cloud Infra business unit comprises of 11 sites with a total capacity of 24MW across the Netherlands and France, providing (hybrid) cloud infrastructure services including liquid cooling and high-performance computing (HPC) capabilities in select sites.

In 2019, Eurofiber and Antin crossed new borders again with the acquisition of three companies in Northern France, Eurafibre, Eura DC and ATE, laying the foundations for the creation of a nationwide platform targeting 25 metro areas by the end of 2025. At the same time, a dedicated International Business Unit was established to serve global carriers and hyperscalers, addressing their cross-border connectivity needs.

In 2020, joint ventures in Belgium (Unifiber, with Proximus) and Berlin (Eurofiber Netz, initially Vattenfall-Eurofiber) led to the successful deployment of wholesale Fibre-to-the-Home networks. These initiatives have created a footprint of approximately 360,000 homes passed to date, with more than 15 ISPs, including Proximus, 1&1, Telefónica, Pÿur, and Vodafone. The overall future target is to reach around 1.1 million homes passed.
Also in 2020, Eurofiber welcomed Dutch pension investor PGGM alongside Antin, which renewed its commitment as majority shareholder.

In 2021, Eurofiber further expanded its presence in Germany through a partnership with NGN, adding another 19,000 km to its pan-European network.

“The strength of our partnership lies in our shared vision of the vital role that open access digital infrastructure plays in the economy and society,” says Alex Goldblum.

Additionally, Eurofiber has established itself as a leader in sustainability, achieving a Platinum EcoVadis rating in 2024, which places it in the top 1% of all companies assessed globally. European regulation sought to strike a balance between competition and incentivising the long-term investment required to build and run high-quality, gigabit fixed fibre connectivity.

In contrast to mobile, fixed access including ducts and poles remains a de facto natural monopoly across much of the EU and is impossible to fully replicate.
To serve European businesses and enterprises, operators must also offer connectivity at a variety of urban and rural sites. Given that only incumbent operators have nationwide coverage, wholesale access remains key.

It is therefore alarming that the European Commission is now proposing to relax regulation on former fixed monopolies.
We believe that the Commission’s proposals are a backwards step. Deregulation of wholesale access would lead to re-monopolisation and stifle competition and investment in fixed connectivity services, particularly during the migration from copper to fibre.

This approach contrasts starkly with the principles of competition as a driver for investment that the Commission has rightly championed for decades. And it would entrench dominance, notably in underserved areas, imperilling the pace of full fibre infrastructure rollout and gigabit-capable services for millions of Europeans.
It would therefore be both premature and significantly undermine regulatory certainty if Europe departs from the well-established ex-ante model or removes all markets from the Recommendation on Relevant Markets (RRM).

This would result in a less competitive investment case for fixed telecoms in Europe, stranding billions of euros committed by the private sector and reducing investor sentiment.

The current Commission’s proposals would further suppress future take up of services by consumers and businesses, inhibit network innovation, and make it more challenging for Europe to achieve its Digital Decade 2030 targets.
Instead, we urge the Commission to enshrine a predictable framework for fixed infrastructure based on the following principles:

1. Preserve the ex-ante model to spur competition and investment in the sector and increase consumer choice and take-up.
Ex-ante regulation remains essential for wholesale local access (market one) and wholesale dedicated capacity for business connectivity (market two) - including dark fibre access. Symmetric obligations under the Gigabit Infrastructure Act are not a substitute for targeted remedies aimed at taming excessive market power such as access to passive fibre services, especially in areas where infrastructure competition is unlikely to emerge.

2. Ensure access to physical infrastructure, including ducts and poles.
In many EU member states, this infrastructure is still largely controlled by a single operator, creating a de facto monopoly.

3. Complete the Digital Networks Act before considering changes to the RRM framework.
The EU’s connectivity strategy in the Digital Networks Act should be implemented and its impact fully assessed before the Commission should consider changes to the RRM framework. The Commission must adequately consider that national regulators still find a need to regulate markets one and two. Of the 27 EU NRAs, 23 currently regulate market one and 15 regulate market two.
Long-term investment in fibre networks depends on regulatory certainty. But Europe’s Digital Decade 2030 ambitions can only be achieved if the Commission adopts a balanced, evidence-based approach to regulation of the fixed telecoms market.
Without this, Europe’s digital future will continue to falter as global competitors race ahead, leading to weak productivity growth, stagnant living standards and a less secure continent.

We therefore call on the Commission to work closely with industry and national regulators to ensure that the regulatory framework continues to support both investment and competition for all players.

The undersigned companies collectively operate networks across all 27 Member States of the European Union, serving around 240 million customers.
Edward Bouygues, Chairman, Bouygues Telecom
Keri Gilder, CEO, Colt Technology Services
Alex Goldblum, CEO, Eurofiber
Walter Renna, CEO, Fastweb+Vodafone (Italy)
Thomas Reynaud, CEO, iliad Group
Giuseppe Gola, CEO, Open Fiber
Robert Finnegan, CKHH-HWEL Deputy Chairman, CK Hutchison Group Telecom (Three Group)
Ralph Dommermuth, CEO, 1&1 AG
Margherita Della Valle, CEO, Vodafone Group Plc

company,business,news

Eurofiber has been commissioned by Air Traffic Control the Netherlands to connect new digital infrastructure between the Dutch airports where LVNL provides air traffic control services at the airports of Schiphol, Rotterdam-The Hague, Maastricht, Eelde and Lelystad. Fiberoptic connections were laid over a total distance of 560 kilometers to connect the ten LVNL locations to the Eurofiber core network. More than 25 kilometers of this involved excavation works to lay new fiberoptic cable. This ultra-redundant network provides fully separated infrastructure that meets the highest security standards.
