Zimmer succeeds Niek Jan van Damme, who chaired the Advisory Board from early 2022 and played a key role in shaping the company’s growth trajectory.

Entrepreneurial Expertise Meets Digital Infrastructure David Zimmer is widely recognized as one of Germany’s most prominent entrepreneurs in the telecommunications and digital infrastructure sectors. He brings more than three decades of entrepreneurial experience. In 2007, he founded inexio and developed the company into a major provider of fiber-optic infrastructure and broadband services in Germany.

Following the sale of inexio to infrastructure investor EQT in 2019 and its subsequent merger with Deutsche Glasfaser, Zimmer joined the Advisory Board of the combined group. 

Today, Zimmer serves as CEO of inexogy, one of the leading providers of smart metering solutions and digital energy infrastructure. He also invests in technology and growth companies through his family office, Kalodion. From 2021 to 2025, he served as President of VATM, the German association of competitive telecommunications and digital, gaining extensive expertise at the intersection of business, public policy and regulation.

The direct, high-capacity connections give customers fast and reliable access to data centers, with low latency and high bandwidth that can scale as their needs grow. This supports data-intensive applications such as cloud services and AI, as well as data replication, back-up and business continuity across multiple locations.

According to Arian de Korte, International Program Director at Eurofiber, demand for connectivity between data centers is growing: “In Germany, enterprises, cloud service providers and international network providers are increasingly using regional data centers to bring data and applications closer to their operations and users, maintain greater control over their data and strengthen their digital resilience. This supports their digital sovereignty and increases the need for reliable interconnection between these facilities.”

Eurofiber operates in the Netherlands, Belgium, France, Germany and Luxembourg and manages an extensive open-access fiber network. The WDM connectivity services in Germany will be offered under the Eurofiber brand.

The initiative leverages Eurofiber’s high-quality fiber optic infrastructure and Delft Networks’ advanced quantum networking expertise, preparing for the distribution of long-lived entangled states between quantum memories separated by metropolitan distances. By integrating quantum signals with deployed fiber, the project explores how existing telecom networks can be augmented to support fundamentally new levels of privacy, trust and coordination.

Quantum entanglement
At the core of this effort is the distribution of quantum entanglement, a phenomenon that enables generation of intrinsically secure correlations and fast coordination between distant nodes. Also, entanglement allows for a new generation of machines – quantum computers and sensors – to be linked in a network providing significant performance boosts. Entanglement thus forms a foundational capability for a broader class of quantum technologies, including distributed quantum computing, ultra-precise sensing, and time synchronization using quantum clocks. By enabling reliable entanglement distribution over distance, the collaboration lays the groundwork for interconnected quantum devices operating as part of a unified network.

The Delft–Rotterdam loop serves as a real-world testbed for evaluating performance, stability, and scalability of entanglement distribution across operational fiber networks. The project focuses on key challenges such as signal attenuation, synchronization and integration into carrier-grade infrastructure. 

“Our project demonstrates how existing fiber infrastructure can evolve to support the next generation of quantum technologies.” said Marc Hulzebos, Innovation manager at Eurofiber. “By combining classical and quantum networking capabilities, we are preparing our infrastructure for a future where quantum devices become integral to communication and computation.” Ronald Hanson, CEO of Delft Networks, adds: “Deploying entanglement over operational telecom networks allows us to understand and address practical constraints and accelerate the transition from R&D to scalable deployment.”

The project is supported by funding from QDNL Delft’s Regional Quantum Program, which involves the Province of South Holland, Metropoolregio Rotterdam Den Haag, and the municipalities of Delft, Leiden, Rotterdam and the Hague. The project underscores the province’s commitment to advancing quantum technologies and fostering collaboration between leading industrial players and the emerging quantum industry. The project marks an important step in bridging the gap between experimental quantum systems and carrier-grade network environments, reinforcing the Netherlands position at the forefront of quantum communication innovation. 

Delft Networks mission is to connect the world in the quantum age. The ability to create long-range quantum connections – entanglement – unlocks fundamental advantages in communication, both augmenting classical networks and creating the foundation for quantum ones. Building on more than forty years of combined groundbreaking research in quantum networking across the founding team, Delft Networks span-out from QuTech at TU Delft in 2024 to build the next generation of deployment-ready full-stack quantum networks. With a rapidly growing team, we are leveraging breakthroughs in manufacturable photonically integrated qubits and in quantum network software and applications to unlock real-world advantage. Delft Networks is supported by funding from the European Innovation Council, the EU Chips JU pilot  “Photonics 4 Quantum” and the EU Quantum Flagship programme “Quantum Internet Alliance”.

As CIO, Nijs will be responsible for further strengthening Eurofiber's IT organization and leading the company's digital transformation agenda. She will focus on aligning technology, processes and innovation with Eurofiber's growth ambitions and the evolving needs of customers across its markets.

Since joining Eurofiber earlier this year, Nijs has played an important role in enhancing business support capabilities, accelerating improvement initiatives and driving the further development of the IT organization.

Nijs brings more than two decades of experience in technology, digital transformation and leadership. During her career she has held senior leadership roles at organizations including KPNQwest, Microsoft and Philips. She is also widely recognized in the Netherlands for her expertise in artificial intelligence and the future of work, combining executive experience with research, teaching and supervisory board positions.

Five years of transformation and integration
Since joining Eurofiber in October 2021, Pierre Cassier has led a major transformation of the business in France. Several acquired organizations were successfully brought together under one Eurofiber France organization and brand, creating a unified digital infrastructure company with harmonized processes, a shared culture and a common IT platform. More recently, Mr Cassier led the divestment of the datacenter business, sharpening the company's focus on its core connectivity infrastructure activities.

Pierre Cassier says: “When I joined Eurofiber France in 2021, our ambition was clear: to bring together a number of strong regional businesses and build one national organization, united by a shared vision, culture and way of working, while strengthening our integration within the wider Eurofiber Group. The AI Factory marks an important step in the development of Dutch and European AI infrastructure. AI factories leverage the supercomputing capacity of the EuroHPC Joint Undertaking (EuroHPC JU) to develop trustworthy, advanced generative AI models. By bringing together high-performance computing power, reliable data sources, and specialized expertise, the facility will enable organizations to develop new AI applications in areas such as healthcare, the energy transition, mobility, security, and education. At the same time, it strengthens the digital sovereignty of the Netherlands and Europe by providing an alternative that aligns with European values of transparency, collaboration, security, and control over data.

Sustainability by Design
Sustainability has been a core design principle from the very beginning. Eurofiber's design supports direct cooling of AI processors, eliminating the need for potable or surface water to cool the installation. Nearly all excess heat generated by the facility will be reused through thermal energy recovery and supplied to the WarmteStad district heating network in Groningen, providing heat for approximately 2,000 homes and reducing CO₂ emissions by around 85%.

These measures result in a Power Usage Effectiveness (PUE) significantly lower than that of conventional data centers. In addition, the facility has been designed in close cooperation with the regional grid operator to avoid placing additional strain on the electricity grid and to actively contribute to mitigating grid congestion. This includes the deployment of battery energy storage systems and other congestion-reducing measures.

Strategic Investment in Sovereign AI

Setting a New Standard for Future Data Centers

It gives us a unique opportunity to deliver an AI facility that ranks among the industry's leaders in sustainability and energy efficiency, while setting a new benchmark for future data centers."

A Milestone for the Netherlands
The AI Factory will provide the Netherlands with large-scale AI infrastructure specifically designed for the development, training, and deployment of advanced AI models within a Dutch and European context. The combination of digital sovereignty, scientific innovation, and exceptional sustainability makes this project unique in the Netherlands.

The AI Factory will be housed in Eurofiber's existing data center in Groningen. The facility is scheduled for completion during 2027, with the AI supercomputer expected to be fully operational in early 2028.

The new financing platform replaces Eurofiber’s existing €1.5 billion financing and comprises significant undrawn committed debt facilities. The transaction was strongly supported by a broad group of banks and institutional investors.

The refinancing provides Eurofiber with a diversified funding structure with investment-grade characteristics and access to multiple sources of liquidity, including, over time, the capital markets.

The transaction is structured as a Sustainability-Linked Loan aligned with the latest LMA Sustainability-Linked Loan Principles. It includes annual ESG targets and a margin adjustment mechanism linked to three key performance indicators: reducing Scope 1, 2 and 3 greenhouse gas emissions in line with the Science Based Targets initiative methodology, introducing a circularity KPI and increasing gender diversity across the workforce.

The refinancing underlines Eurofiber’s strong position as a trusted provider of open digital infrastructure across Europe. As demand for secure, resilient and scalable connectivity continues to grow, the new financing platform gives Eurofiber additional flexibility to invest in its fiber networks, expand its cloud infrastructure services and continue delivering customer-driven innovation in its core markets.

“This refinancing confirms the strength of Eurofiber’s business model and the confidence of our financing partners in our long-term strategy. The new platform provides a diversified and scalable capital structure that supports our investment plans, enhances our financial flexibility and positions us well for continued growth in Europe’s digital infrastructure market,” said Alex Goldblum, CEO of Eurofiber.

BNP Paribas and Rothschild & Co acted as financial advisors and Clifford Chance as legal advisors to Eurofiber, Antin Infrastructure Partners and PGGM Infrastructure Fund in connection with the refinancing.

Beyond complying with the VSME framework, Eurofiber obtained independent AA1000AS-based assurance from FIRA Sustainability, positioning the company among the few organizations leading the way in transparent and independently verified VSME reporting. 

In applying the VSME framework, Eurofiber aims to further structure its sustainability disclosures and improve the consistency of ESG data, while providing stakeholders with clearer insight into its activities and impact.

Continued progress across our ESG priorities 

Alongside its efforts to strengthen transparency and reporting, Eurofiber continued to make progress across its ESG priorities in 2025. Jeroen Kanselaar adds: ‘While there is always more work to do, we are very proud of the results we have achieved as a company and in collaboration with our partners across our supply chain.’ 

Key milestones in the ESG report 2025 include: 

• Climate: Eurofiber remains on track with its Science Based Targets, with continued reductions in Scope 1, 2 and 3 emissions and the achievement of 100% renewable purchased electricity in 2025
• Energy: In 2025, electricity purchased by Eurofiber in the Netherlands, Belgium, and Germany was 100% renewable
• Circularity: 970 modems were returned, with 411 refurbished and reused
• Supply chain engagement: 52 key suppliers were assessed via EcoVadis, achieving an average score of 70.4
• Innovation: Ongoing investments in quantum-safe solutions and sustainable data infrastructure
• Diversity and Inclusion: Female representation in senior management increased from 19% in 2024 to 22% in 2025, alongside continued investments in diversity, equity and inclusion initiatives, employee development, wellbeing and community engagement

Eurofiber Netz develops and operates a high-performance fiber-to-the-home infrastructure in the Berlin metropolitan area. With this transaction, the MIH Group strengthens its position in the German fiber market and expands its existing portfolio of fiber network construction and operations to include the targeted commercialization of network infrastructure.

Over the past years, Eurofiber Netz GmbH has significantly advanced the rollout of a high-performance fiber-to-the-home network in Berlin, establishing a strong regional presence with more than 150,000 homes passed. Following this successful build-out phase, the company is now entering a new stage of development, in which commercial utilization, marketing, and further economic development of the existing infrastructure will take center stage.

Against this backdrop, MIH Group has been identified as a strategic investor to support and further develop Eurofiber Netz GmbH in this next phase. MIH brings extensive experience in the development, operation, and expansion of fiber infrastructure and sees the acquisition as a logical extension of its strategic direction.

In 2024, a consortium including the Port of Rotterdam Authority, Q*Bird, Cisco, Eurofiber, Portbase, Intermax and InnovationQuarter realised what was presented as the world's first scalable quantum internet connection in the port of Rotterdam. That pilot proved that quantum-secure communication can work in a demanding, real-world port environment. QCFR is the logical next step towards broader testing, validation and operational readiness.

In 2025, Eurofiber and Q*Bird secured €1 million in support for the QUEST project, which enables Quantum Key Distribution (QKD) across two of Eurofiber's main datacentres in the Randstad and deploys operational quantum-secure infrastructure, including commercial QKD services that customers can purchase, lease or consume as a managed service. Together, the two initiatives accelerate the deployment and adoption of quantum-secure communications in the Netherlands.

The Fieldlab will focus on quantum-secure communication, including QKD-based environments and advanced QKD protocols. Built around real infrastructure and practical implementation challenges, QCFR will assess technical resilience, interoperability, operational feasibility and integration into existing infrastructure environments.

QCFR also supports capability development, knowledge transfer and practical learning to inform future certification and assurance approaches for trusted adoption at larger scale.

QCFR is founded by INSPIR8ION, Eurofiber, Q*Bird, Cisco and CGI. INSPIR8ION acts as QCFR Manager and coordinates the Fieldlab; Eurofiber provides the digital infrastructure and datacentre environment; Q*Bird contributes its quantum-secure communication technology; Cisco brings networking technology for government and enterprise use; and CGI delivers system integration. They are supported by the Port of Rotterdam, the Municipality of Rotterdam, InnovationQuarter and the Province of Zuid-Holland, which provide the real-world infrastructure, public-sector engagement and regional development that anchor QCFR in the Rotterdam port and the wider Zuid-Holland ecosystem.

The launch event brings together representatives from government, industry, knowledge institutions and the broader innovation ecosystem. With QCFR, Rotterdam strengthens its position as a leading environment for the testing, validation and operational adoption of quantum-secure communications, supporting broader Dutch and European ambitions around digital resilience, trusted connectivity and strategic autonomy.

In 2025, Eurofiber further deployed its fiber-optic network and invested in the acquisition of Arcadiz, a leading provider of tailored, business-critical connectivity solutions in Belgium. In Germany, NGN Fiber Network GmbH & Co. KG acquired dark fiber provider netcon AG. In February 2026, Eurofiber acquired B2B network provider LuxNetwork in Luxembourg.

The Eurofiber Group realized an adjusted EBITDA of  € 184 million in 2025 with its core activities, increasing by 13% versus € 163 million in 2024. It invested more than € 200 million in capital expenditures. The Group’s operational cash flows were strongly positive, allowing for reinvestment in its fiberoptic infrastructure to meet growing customer.

Closing of the transaction expected in June
The transaction remains subject to customary authorization consultation with the relevant employee representative bodies and is slated for completion in June 2026. The transaction includes the transfer of four Eurofiber operational staff to ETIX, guaranteeing uninterrupted service for existing clients. Beyond local continuity, customers will now be integrated into ETIX’s premier national ecosystem. This provides them with instant access to 17 sovereign datacenters across the country, offering a unique level of resilience and scalability for their French operations.

Quantum Key Distribution offers a new form of encryption security
QKD uses a data encryption key based on quantum technology that is resistant to attempted interception. 5G RedCap: a logical extension to a mature ecosystem
Together with Nokia and the other strategic partners, Eurofiber is building a Private 5G ecosystem based on secure, scalable and sector-specific 5G solutions on top of Eurofiber’s fiber infrastructure. 5G RedCap fits seamlessly into this strategy. The technology is designed for large-scale IoT applications that require reliability and low latency, but not the full 5G bandwidth. It offers lower complexity than full 5G modems, reduced energy consumption, affordable modules, and support for large numbers of IoT devices such as sensors, wearables and cameras.

Growing demand in industry, logistics, healthcare and construction
In virtually all sectors, demand for scalable IoT connectivity is increasing — a trend Eurofiber sees clearly in the market. By making 5G RedCap available within the private network, a crucial missing link in modern IoT connectivity is filled.
